Salary Range: $59,320.00-$83,200.00 ($29.66-$40/hour)

Position Summary
 
Jaquith Consulting Group is seeking an experienced Prevailing Wage & Compliance Officer (Labor Compliance Associate) to support the Hudson Tunnel Project. The position is responsible for assisting the Prevailing Wage & Compliance Manager with overseeing and ensuring compliance with prevailing wage laws and regulations, and with confirming that subcontractors and suppliers perform a commercially useful business function (CUF) that is compliant with contractual obligations on construction projects. 

This role involves monitoring contractor and subcontractor payroll practices, verifying that workers are paid in accordance with applicable wage rates, and conducting detailed CUF checks to verify that subcontracted work aligns with project requirements, industry standards, and company policies through on-site interviews, review of certification directories to verify a firm’s NAICS codes, and audits of payroll documentation. This position focuses on assisting in the management and reporting of all findings of on-site non-compliance. The officer serves as one of the primary points of contact for employers, employees, contractors, and suppliers on-site who may have questions or concerns regarding prevailing wages or CUF. 

Key Responsibilities 
Prevailing Wage Interviews 
  • Conduct on-site interviews with workers to verify job classifications and wage rates.  
  • Inspect and audit contractor and subcontractor payroll records to ensure adherence to prevailing wage rates.  
  • Review and validate certified payroll reports submitted by contractors and subcontractors. 
CUF Evaluations 
  • Conduct on-site and remote evaluations to assess the commercially useful function of subcontractors and suppliers.  
  • Review subcontractor performance to ensure it meets contractual requirements and performance metrics. 
Compliance Monitoring 
  • Monitor and evaluate employer adherence to prevailing wage requirements and contract stipulations.  
  • Identify and document any discrepancies or violations in wage payments and benefits.  
  • Verify that subcontractor and supplier work adheres to all CUF obligations, legal requirements, and industry standards.  
  • Ensure CUF compliance with company policies and procedures related to procurement and subcontracting. 
Documentation and Reporting 
  • Assist in preparing detailed reports of findings from interviews and inspections.  
  • Assist in maintaining accurate and comprehensive records of monitoring activities, findings, and compliance status.  
  • Assist in documenting and reporting any non-compliance issues or wage discrepancies to the Prevailing Wage & Compliance Manager. 
  • Review and analyze project documentation, contracts, and performance data to verify CUF. 
Communication and Support:  
  • Act as a liaison between workers, contractors, and regulatory agencies regarding prevailing wage issues.  
  • Assist in providing guidance and support to contractors and subcontractors on prevailing wage laws and compliance requirements.  
  • Assist in resolving disputes or issues related to wage payments and classifications. 
Training and Education 
  • Assist in disseminating information to contractors, subcontractors, and workers about prevailing wage laws and regulations.  
  • Participate in training sessions or informational meetings to help clarify compliance requirements and procedures.  
  • Assist in trainings that support personnel and subcontractors on compliance requirements and CUF standards.  
  • Assist in developing and implementing policies and procedures related to CUF compliance. 
Required Qualifications 
  • Minimum of one (1) year of experience in the construction industry, wage compliance, labor relations, or a related field. 
  • Knowledgeable of prevailing wage laws and commercially useful function regulations. 
  • Must be willing to be trained on prevailing wage laws, wage and hour regulations, and public works contracts in New York and New Jersey. 
  • General understanding of prevailing wage laws and commercially useful function (CUF) regulations. 
  • Good organizational and communication skills. 
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook) and other relevant software. 
  • A valid driver’s license required. 
Preferred Qualifications 
  • Bachelor’s degree preferred; high school equivalency or a union training program a plus. 
  • Relevant certification (e.g., OSHA-30, Site Safety, or a related training) preferred. 
  • Prior industry experience in procurement or compliance is a plus. 
  • General knowledge of the construction industry, regulatory compliance, or a related field a plus. 
  • General knowledge of contract goals and requirements preferred. 
  • General knowledge of state and/or federal practices a plus. 
Working Conditions 
Travel 
  • Must be able to travel locally, statewide, or intrastate to multiple project sites to perform field visits and monitor construction work in progress.  
  • This role involves regular site visits to construction sites or other project locations.  
  • May require working outdoors with exposure to varying weather conditions.  
  • Occasional travel for meetings, hearings, trainings, union halls, and HTP outreach events will be required at various locations when necessary. 
Environment:  
  • Must be able to work from an office setting with frequent fieldwork.  
  • Ability to perform in varying weather conditions as required to conduct interviews on-site during all seasons.  
  • Ability to safely navigate construction sites, with responsibility for adhering to differing site safety, security, and PPE requirements. 
Physical Requirements 
  • Ability to walk, stand, and safely navigate construction sites for extended periods. 
  • Capability to lift and carry materials or equipment up to a specified weight limit, if necessary. 
  • Responsible for adhering to all instructions regarding differing site conditions, site security, safety protocols, and PPE requirements.
